About Us
Cortland County's Mobility Management program serves as a central hub for connecting residents to available transportation services, addressing mobility gaps, and connecting cross-sector partnerships to improve access, particularly for older adults, individuals with disabilities, low-income residents and those living in rural communities.
Housed within the Cortland County Planning Department, the Mobility Management Program works collaboratively with transportation providers, human service agencies, healthcare organization, municipal leaders, and state partners to design mobility solutions that are responsive, equitable, and sustainable.
Meet the Team
Melissa Potter, MPH Mobility Manager

Melissa has served as Cortland County’s Mobility Manager since 2021, bringing both passion and a public health lens to improving how residents connect with essential services. Throughout her career, she has designed and supported programs that strengthen community well-being, always recognizing that transportation plays a crucial role in access to healthcare, employment, education, and daily independence. By blending her experience in public health with a commitment to practical, people-centered solutions, Melissa works to ensure Cortland County’s transportation system is responsive, inclusive, and supportive of the community’s needs. She holds a Master of Public Health from East Stroudsburg University and a Bachelor of Science from SUNY Cortland.
Lillian Jensen
Mobility Coordinator

Lillian has served as the Mobility Coordinator for Cortland County since May 2025. In this role, she supports mobility initiatives that strengthen community access to reliable transportation and helps educate residents about the mobility options available to them. Lillian brings a strong background in customer service and community engagement, shaped by her experience growing up on her family’s agricultural tourism farm. She applies the people skills and business insight gained through that work to her professional efforts in mobility management. Lillian holds a Bachelor of Science in Business Administration from SUNY Oswego.

Travel Training - Learn how to ride the bus
Travel Training offers one-on-one instruction to help you learn how to ride public transportation with confidence.
Whether you’re new to the area, new to the bus system, or just looking for extra support, our Mobility Management team will work with you individually to build the skills you need. We’ll guide you through each step of the process—from planning your trip and reading route maps, to boarding, paying your fare, transferring buses, and traveling safely.
Trainings are personalized based on your needs, schedule, and the destinations you’re looking to reach. Sessions can take place year-round and on any route, providing real-world, hands-on experience to help you travel independently. All buses are ADA accessible, and we are happy to accommodate a wide range of mobility and accessibility needs.
Travel Training is open to all ages and is a great resource for anyone looking to feel more confident navigating the community.
